This position is funded from the Commonwealth's annual operating budget.Duties:
The Assistant Director of Human Resources is responsible for assisting with HR operational oversight, performance management process oversight, labor relations and employee relations management, workplace policy compliance, progressive discipline implementation and workplace investigations.
Duties include: assist managers with reasonable accommodation requests; oversee the completion of performance management process for bargaining unit and management employees; assist managers when needed with employee development planning, remedial development planning, and form 30 (employee roles and responsibilities) updates.
The Assistant Director of HR also assists managers with progressive discipline and ensuring proper documentation. Other responsibilities include management of ITD compliance with mandatory training; annual update of ITD policies and procedures; maintenance of agency organizational charts and documentation of internal transitions.
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five years of full-time, or equivalent part-time, professional, administrative, supervisory or managerial experience in business administration, business management, or public administration and (B) of which at least four years must have been in a supervisory or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.
I. A Master's or higher degree with a major in business administration, management, public administration, industrial engineering, industrial psychology, or hospital administration may be substituted for a maximum of one year of the required (A) experience.*
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
SPECIAL REQUIREMENTS: None.
-Experience with HR operational oversight in large setting
-Experience with performance management coaching
-Ability to maintain confidentiality and conduct investigations with high degree of professionalism and sensitivity
-Strong written and verbal communication skills and demonstrated ability to produce documentation
-Ability to work independently and balance task and project management according to varying degrees of urgency and importance
-Ability to facilitate meetings, create and deliver presentations, and conduct training classes
-Background in labor relations
-Knowledge of and experience with spreadsheet and database tools
-Bachelors degree in Human Resource Management, Business, Psychology or related field
-5-7 years experience with staff management and customer contact
-3-5 years experience with Human Resource management and/or labor relations
-experience working with collective bargaining employees and labor unions
-Robust sense of humor
