Chief Information Officer

The newly created Chief Information Officer (CIO) will provide technology vision and leadership in the development and implementation of the Mathematica information technology (IT) program. The CIO will lead the company in planning and implementing enterprise information systems to support business operations and achieve more effective and cost beneficial enterprise-wide IT operations. Direct reports include the Directors of the IT department, the Survey Information Services department, the Research Systems and Programming Staff, and the Security Team.
Duties of the position include:
- Provides strategic and tactical planning, development, evaluation, and coordination of the information and technology systems for the company
- Manages technology budgets, resources, and projects of the company, and evaluates performance against financial and timeliness targets
- Facilitates communication between staff, management, vendors, and technology committees within the organization
- Oversees the computer operations of the company, including all websites, local area networks, data center operations, and wide-area networks
- Sets corporate wide technology standards and directions
- Responsible for the management of multiple information and communications systems and projects, including voice, data, imaging, and office automation
- Designs, implements, and evaluates the systems that support end users, technology projects, and clients in the productive use of computer hardware and software
- Develops and implements user-training programs
- Oversees and evaluates system security and back up procedures, as well as data security
Requirements:
Minimum of 15 years of experience with increasing responsibilities for management and support of information technology, direct management of a major IT operation is preferred. Significant experience in a research or data collection setting is desirable, specifically in technology and information systems planning to our business goals. Experience should also include exposure to both shared and outsourced solutions, cloud computing, as well as support of in-house information and communication systems in a multi-site client-server environment. Specific experience with, administrative systems, data analytics, financial management, cost accounting and human resource management information systems is a plus.
The ideal candidate will also have:
- Ability to effectively budget, manage, and deliver on complex projects to enhance and improve upon the level of technology employed by the business to contribute to the efficiency of operations and maintain a competitive cost structure for the company
- Familiarity with desktop, notebook, handheld, and server computer technology and hard ware, and telco infrastructure and vendors
- Familiarity with local and wide area network design, implementation, and operation
- Familiarity with various types of operating systems
- Knowledge of FISMA, HIPAA and other data security standards and regulations required of Federal contractors
- Knowledge of various office productivity software programs such as word processing, databases, spreadsheet programs, and communications software
- Familiarity with various computer peripherals such as printers, monitors, modems, smart phones, and other equipment
- General knowledge of business processes and their interrelationship
- Ability to analyze, resolve, and communicate on complex issues, both logical and interpersonal, and to set and justify company priorities
- Effective verbal and written communications skills and effective presentation skills, all geared toward coordination and education
- Ability to negotiate and defuse conflict
- Self-motivator, independent, cooperative, flexible, creative
- Current driver's license and access to reliable transportation; ability and willingness to travel when necessary
