Cost Estimating Analyst 4/Division Estimating Lead
This position will report directly to the Sector Estimating Manager in the Pricing and Estimating Department. The Sector Estimating and Pricing (E&P) Department collaborates with, and provides analytical support to divisional management in order to develop the winning proposal strategy, then directs the E&P organization in the execution of the strategy through the price proposal. The Cost Estimating Analyst position is responsible for supporting the overall cost estimating department and taking the lead for supporting his/her assigned Division's estimating efforts. Division duties include: Evolve and maintain process and procedures; define standards for estimation content and presentation. Develop and maintain WBS catalog and estimation database(s). Evaluate and choose estimation tools; define interfaces to pricing, materials estimation, subcontracts. Research and refine metrics; develop and validate potential cost estimation relationships (CERs); create cost models as needed. Maintain profiles of resident experts and reference-able past performance programs. Educate Division management on estimation practices and tools and their effective usage. Develop Division and Business Unit capability through training, seminars, and lessons learned. Proposal duties include: Teach and facilitate standard estimation processes and tools. Assist the proposal team in designing a cost estimation solution. Provide access and expertise to available tools, metrics, databases, and past performance information useful in the development of BOEs. Review and evaluate Concept of Operations, Breakdown Structures, Cost Structures, Work Packages, and BOE Packages during development. Support ICE Team information needs. Provide interface from estimates to pricing, material estimation, and subcontracts as appropriate. Oversee production of presentation-level BOEs. Monitor and report the status of each estimation effort. Provide custom reports and data extracts as agreed upon. Support preparation for the Finance Risk Review by preparing and reviewing supporting data and slides.
Basic Qualifications: Bachelor's Degree, 10 years experience in Program Management/Control, Business Management, and/or Pricing/Estimating. US Citizenship required. Able to obtain Security Clearance.
