Westinghouse Electric Company is looking for a Health and Safety Manager at our Columbia, SC facility.
In this position, the successful candidate can expect to preform the following duties:
. Manage an overall risk based health & safety (H&S) program. Develop annual H&S business plans identifying functional activities, training, machine guarding, ergonomic and other H&S improvements needed with action plans and target implementation dates. Identify historical loss experience and statistical improvement goals for both short and long term measurement. Integrate an H&S culture within all operations and at all levels of shop floor and management teams. Liaison with Westinghouse EH&S management to make certain that all necessary H&S protocols are implemented.
. Work with H&S team to develop and continually improve processes to help assure that proper H&S provisions are incorporated into all jobs performed at the facility, employing techniques of hazard analysis, job safety analyses and safe job procedures in addition to safety systems like ISO 18001, INPO Nuclear Safety Culture, OSHA's VPP program etc.
. Work with H&S team to develop and continually improve an accident and near miss investigation process. Make sure OSHA record keeping is being completed. Track first aid cases, accidents and lost time accidents, and near misses to determine injury trends and develop plans for improvement
. Organize and conduct, where feasible, all necessary H&S training as required by regulatory law and Westinghouse best practices. Utilize available resources to help with H&S training. Follow Westinghouse directives and guidelines for all H&S provisions including H&S training
. Prepare an OSHA preparation and response program designed to train personnel on OSHA regulations and develop an OSHA / NRC response team should an OSHA / NRC Safety inspector arrive at the facility. Develop working relationship with regional regulatory compliance officers and authoritative personnel within these agencies. Develop an OSHA inspection program to be used as a training tool for the safety team and conduct on-site mock OSHA inspections.
. Develop an operational checklist regarding all OSHA requirements for 29 CFR General Industry 1910 and all Subparts to help assure that the facility meets regulatory requirements e.g. Lock/Out Tag/Out, Fall protection, specific machine guarding requirements, industrial hygiene issues, material handling and the use of material handling equipment like chains/hoists and cranes, fire protection, powered work platforms and powered industrial equipment e.g. forklifts and other lift trucks, life safety, hazardous materials, PPE, electrical, welding, toxic and hazardous substances, record keeping and other risk based H&S provisions as necessary to help assure a safe and healthy work environment; Set-up and chair a safety team on each shift. Safety teams should be trained on hazard analysis, regulatory compliance standards, machine guarding, ergonomics, accident investigation and other basic H&S matters pertaining to the facility H&S compliance and management (i.e. Lock/Out Tag/Out, etc.)
. Work with H&S team to develop and continually improve a PPE program to ensure compliance and to provide appropriate protection against risk.
. Develop, with HR, a standard form and process for ensuring accountability and enforcement of facility H&S protocol regarding safety violations and infractions of H&S methodologies Specific Desired Skills The successful candidate will have the following:
. Highly knowledgeable of safety and health regulations, regulatory agency interaction processes and decision-making in governing jurisdictions where Nuclear Fuel facilities operate. Knowledgeable of behavior-based safety principles and safety management systems.
. Bachelors' Degree in Safety Engineering, Industrial Hygiene from an accredited institution is preferred. Bachelor's Degree in either engineering, environmental or life sciences with at least 8-years of commensurate, progressive experience in safety or industrial hygiene is required. Masters' Degree (Safety or Industrial Hygiene) preferred
. Demonstrated experience in the tactical support of EHS and regulatory programs within a manufacturing organization.
. 10+ years health and safety experience in an industrial environment
. Proven track record of partnering with HR in worker's compensation cost reduction (knowledgeable of SC laws)
. Proven track record of accident reduction.
. Proven track record of successful accident prevention program implementation.
. Certified Safety Professional, Certified Industrial Hygienist is required.
