Senior Power Engineer




Role Overview

The EBRD aims to promote environmentally sound and sustainable
development in the power and energy sector. The Power and Energy
Utilities (PEU) Team at the EBRD focuses on state-of-the-art clean
generating technology, efficient and reliable transmission and
distribution infrastructure and renewable energy sources.



While it is a project-driven organisation, the EBRD makes full use of
its position as one of the main foreign creditors in the Region to
promote its strategic objectives (i.e., in economic transition and the
environment). In this regard, it is heavily engaged in? style="font-style: italic;">policy dialogue,
which means it has regular contact with governments outside the simple
scope of a project.



The Banks PEU Team is the largest sector team operating within the
region. The portfolio of about?2.3 billion includes public and
private sector hydro, thermal and renewable power generation,
transmission, distribution and system control projects ranging in size
up to 200 million.



The EBRD is now seeking a Senior Power Engineer to join the London
based EBRD Power/Energy Utilities Team to assist in the development of
opportunities and monitoring of new and existing transactions in the
power portfolio in the Former Soviet Union and Eastern Europe.



Objectives of this role:

As part of the PEU team within the Energy Business Group of the EBRD
and reporting to the Director, PEU, the main objectives of this role
are:


  • Development of opportunities and monitoring of new and
    existing transactions in the PEU portfolio.?

  • Support the Teams policy dialogue efforts on issues related
    to sector reform, regulatory regime, tariff methodologies, inter alia.

  • Support and advise the PEU team on issues related to
    technology and costs.

  • Mentor and develop team of engineers and procurement
    specialist


Key Responsibilities and
Deliverables


The successful candidate will have overall responsibility for ensuring
that the project delivery strategy, in terms of cost, technology,
construction and implementation risks, procurement arrangements and
client organisation, for allocated projects is adequately addressed
during project structuring and implementation. The key objectives will
be to facilitate both the identification and mitigation of completion
risks market practice and timely disbursements.



Tasks will include:



  • Provide engineering support to bankers in the team during
    the development and negotiation phase of the projects.

  • The engineer will confirm technical and commercial
    viability of projects and will interact with the clients to solicit
    information to enable the validation.

  • The engineer will decide, with input from colleagues, when
    to use the services of engineering consultants and for what. The
    engineer will write the terms of reference and go through the selection
    and briefing of consulting companies.

  • The engineer will brief, instruct and liaise with the banks
    support teams including the environmental department.

  • The engineer will participate in the preparation of
    internal appraisal documents.?

  • The engineer will participate in industry forums on
    technology developments capital costs capital costs
    analyses.

  • The engineer will monitor review and advise on [technical]
    issues related to implementation of signed power sector projects
    (including the development of proposed remedial actions).

  • The engineer will review technical reports from the
    clients. He will in consultation with the team procurement specialist
    and support unit at the Bank review and formally approve tender
    documents and bid evaluation reports for public sector clients.

  • The engineer will decide with the project team, and with
    clients and donors as required, the terms of reference of
    owners/lenders engineering consultants and manage the selection and
    placement of such contracts. Activity reporting from these consultants
    will be reviewed and appropriate actions taken where required. In the
    event of any problems or difficulties with the contracts the engineer
    may intervene to resolve such issues.

  • The engineer will lead or contribute to the preparation of
    internal reports regarding the projects implementation status,
    including in certain cases take over the monitoring responsibility and
    client relationship for certain projects as appropriate.




A number of projects will follow public procurement in accordance with
the banks procurement policies and rules. The
engineer will be responsible, with assistance from the teams and the
banks procurement department, for the detailed implementation of such
procurement procedures by the client.

The Power and Utilities section has projects involving CCGT, coal and
lignite fired power stations, hydro power, other renewable power, power
transmission and distribution systems and gas distribution systems. The
role is therefore varied. There will be the requirement to travel
frequently to the countries in which the bank operates. ?



Essential Skills,
Experience and Qualifications


ineering Degree from a leading
university in the country of education (preferably in electrical,
mechanical, or power engineering). An advanced degree or a combination
of technical and commercial skills will be an advantage.

aptitude for combining technical
expertise with the ability to manage business relationships and sound
commercial judgment.

nificant exposure to the private
sector, with a minimum of 10 years experience in the power sector for
Senior level position and 7 years for Principal level

ropriate standing in a recognized
professional engineering institution

onstratable experience and
understanding of the process of executing large engineering projects in
the power sector, including power generation, transmission, SCADA and
utility distribution

erience and understanding of
methodologies for power system planning and management

ineering expertise in at least one
of the types of project described in the proceeding paragraph

iliarity with international public
procurement practices citing experience in vetting major construction
and engineering consultancy contracts

erience in the procurement process,
particularly public procurement, is a distinct advantage

erience of managing/coordinating
information flow and people and have the personal skills to relate to
people of different backgrounds and nationality

ong analytical and computer
literacy skills

lity to communicate in English
effectively, both verbally and in writing including an ability to
communicate complex issues in simple terms.
