This means that all Agency employees may be asked or assigned to participate in rotating temporary duty assignments to support emergency programs at some time during their careers with APHIS. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Review and analyze procurement requests from the Regional and Area Offices to determine accuracy, completeness, and method for meeting purchase request. Utilizing multiple resources, determine the best products/services to meet the needs of the program and research for suitable vendors to provide the product/service. Prepare purchase order requests for conventional office equipment, supplies, materials, and repairs. Maintain records on all purchases, including authorization for expenditure of funds, maintenance of account records, and purchase/receipt files. Prepares invoices for payment, assigns accounting codes, and prepares complete and accurate documents for processing. Develop and maintain a procurement tracking system to monitor overall costs of VS equipment, both in the Eastern Regional Office and the Areas. Requests changes for modifications to VISA limits and reconciles Visa card purchases for ERO card holders. Specifically, reconciles Voyager and local card purchases. Initiates IAS requests for purchases over the micro purchase limit. Regularly review and evaluate agency procurement processes and procedures and modify, amend, or implement new procedures within the Eastern Region, as needed. Provide or acquire a wide range of administrative services. Provide for the management of administrative property through the maintenance of inventory record. Provide guidance to Area Administrative Officers and Administrative Support Assistants on property inventory and control. Quarterly, assists the Minneapolis Business Site Property Team by coordinating, reviewing, and securing a current copy of the ER Area personal property inventories. Provide for the acquisition, purchase, storage, and issuance of office supplies and administrative equipment such as desks, office machines and filing equipment. Maintain inventory levels for office supplies and equipment. Obtains and controls the dispatch of vehicles, such as sedans or minivans, which are used to transport persons, mail, or supplies. For each vehicle, a vehicle file is created and maintained, which includes purchase, registration, maintenance, and disposal information. Qualifications: To qualify, you must meet all qualification and time-in-grade requirements within 30 days of the closing date of this announcement. Applicants can qualify by meeting the EDUCATION requirements specified below and/or the SPECIALIZED EXPERIENCE requirements. EDUCATION GS-07: Successful completion of one full year of graduate-level education in business administration, business management or operations management or superior academic achievement. GS-09: Applicants must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in business administration, business management, operations management or a LL.B or J.D., or other field directly related to the position. Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND must meet certain GPA requirements.
