Description

The Town of Brownsburg is seeking a talented, enthusiastic, and results-orientedPublic Works Director. This position oversees the town’s public works operations such as streets, water treatment and distribution systems, sewer collection systems (storm and sanitary), and wastewater treatment systems. This position supervises and assists with the maintenance of public works facilities, buildings, equipment, tools, and supplies.
KEY FUNCTIONAL RESPONSIBILITIES
* Oversees projects to ensure quality and conformance to regulatory guidelines; ensures that employees work safely in an effort to eliminate accidents.
* Develops policies and procedures to ensure conformance to the standards and guidelines of other governmental agencies (e.g., the Indiana Department of Environmental Management and the county and state boards of health).
* Prepares, reviews, and submits various reports to the Indiana State Department of Health, the Indiana Department of Environmental Management, etc.
* Maintains a comprehensive knowledge and awareness of applicable laws and regulations; maintains compliance with federal, state, and local laws, as well as with homeland security provisions.
* Prepares the budget and determines the long-term needs for the public works departments.
* Maintains records related to the water distribution system, the sewers, the streets, inventory control, equipment maintenance, and other functions essential to the operations of public works departments.
* Prepares work schedules, including alternate schedules, allowing for inclement weather and emergencies; gives careful thought to each schedule and plans in order to ensure a maximum amount of work coverage.
* Oversees the Planning and Building Department.
QUALIFICATIONS
* Minimum of eight years of experience relating to the operation, maintenance, and repair of utilities.
* High school diploma or GED is required; associate’s or bachelor’s degree in business administration, management, civil engineering, or a related field is preferred.
* Must be registered as a professional engineer.
* Must maintain a valid Indiana driver’s license.
* Knowledge of water/wastewater plant maintenance, practices, procedures, laws, and operations.
* Knowledge of federal, state, and local laws pertaining to public works projects.
* Ability to read and interpret technical manuals, drawings, and specifications.
* Ability to operate equipment such as pumps, motors, backhoes, mowers, meters, etc.
* Knowledge of budget preparation and administration; knowledge of cost-effective purchasing.
* Ability to build and maintain positive relationships with management, staff, and external contacts.
* Ability to effectively communicate in person, by phone, and in writing.
* Ability to perform basic mathematical calculations, measurements, and elevations.
* Proficiency with Microsoft Office (Word, Excel, Access).
