PROFESSIONAL EXPERIENCE
Procurement and Subcontract Management
· Responsible for all contract management, procurement operations, and supplier management for a $•••••B state-of-the-art cleanroom semiconductor manufacturing plant. Activities also included the implementation of specific project procurement procedures, interface with the site project management team, cross-functional groups, and contractors to ensure achievement of procurement and project expectations compliance.
· Lead and participated in successful negotiation of contract claims. As the procurement representative, the resolution team identified opportunities through scrutiny of cost, scope, and schedule issues which resulted in an overall claim avoidance of nearly $5M for a semiconductor tool installation program.
· Supervised a procurement team responsible for bulk materials necessary for the installation of wafer fabrication tools. The position was accountable for expenditures up to $•••••K, recommended approval for all other capital expenditures, and managed MRP requirements for forecasted inventory replenishment.
· Directed the activities of a purchasing and expediting support group dedicated to support mechanical systems, cleanroom systems, and bulk chemical delivery systems contractors. This team provided a focused procurement effort and enhanced the ability to expediently service a faced pace environment.
· Added a diversity supplier as a Tier II supplier in support of company initiatives. This minority-managed contractor provided services to site support sustaining projects and augmented diversity supplier spending by $•••••K.

Management and Leadership Capabilities
· Instituted a monthly business review program of all trade contractors providing facility maintenance and project services. The program fostered open communications, performance comparisons to competitors, and continuous improvement in all areas of operation.
· Developed improvements to a supplier corrective action process through consolidation of various methods and conception of a centralized database. The revised process provided operational efficiencies using a single online procedure for information regarding sub-standard contractors/suppliers and resolutions for their success.
· Successfully managed “politically charged” supplier issues on a high profile project. Effective supervision, coordination, and assertiveness of critical concerns provided equitable and timely closure to potential costly impacts to the project.
· Challenged company “copy exactly” directive regarding procurement of standard utility structures for a project. The scrutiny delivered a $•••••K cost saving opportunity and revised the directive for future projects.
· Developed and employed a third party contracting matrix through detailed cost analysis, cross-project comparisons, outside benchmarks, and innovative agreement strategies. The matrix has been shared with other projects through the company’s “Best Known Method” process. These new strategies resulted in individual cost savings and increased operating efficiencies per project.
· Participated as a Contracts Materials Manager Process Forum member. This global company group established to initiate, standardize, modify, and implement construction procurement policies and procedures. The forum was established to streamline operations and provide continuous improvement.
· Provided group representation as a team member for various cross-functional process improvement groups. These groups functioned to provide constant enhancement in areas of transitional scope, introduction of new system and procedural approaches.
